Syracuse, N. Andrew Cuomo showed his hand Tuesday, saying he's open to the idea of commercial Vegas-style casinos in New York. But installing choreographed fountains at Times Square or putting roulette and blackjack tables inside non-Indian casinos, such as Vernon Downs harness racetrack , is a long way off.

Second, and just as daunting, New York would have to decide what to do with the diverse and, at times, struggling gambling industry it has now — a collection of ailing harness tracks kept alive by video slot machines, a state-run lottery, an off-track betting shop that closed because it lost money, and a handful of lucrative Indian-run casinos.

So now you have to go to the second step. If there is going to be gaming, how should it be done? Already, some New York lawmakers and leaders in the horse racing industry have been pushing for a move toward commercial gambling.

Last year, the state Senate passed a bill that would let voters decide whether to change the state constitution to allow casino gambling. But the endorsement of a sitting governor marks a shift in the conversation. Joseph Griffo, R-Rome, the sponsor of a current bill that would call for a referendum on casino gambling. Some of those challenges are just next door. Currently, 15 states have stand-alone, commercial gambling casinos, including New Jersey and Pennsylvania, according to the American Gaming Association.

Ohio is building four casinos. Massachusetts is considering joining the gaming game and the pay out. But gaming is not a quick fix to today's budget woes, said Michael Pollock, the managing director of Spectrum Gaming Group, a research and consulting firm that helps states like Massachusetts study the potential finances and market for casinos.

In addition to calling on state voters to change the constitution, his bill would require counties that host a casino to hold referendums on the facilities. Griffo's bill is designed to allow up to five private casinos , one each at racetracks in Saratoga, Oneida and Tioga counties and two in Sullivan County. The bill also excludes casinos from counties with more than , people, taking Buffalo, Rochester, Long Island, New York City and its suburbs off the table.

The bill got little notice this year, in part because of the requirement to have two different legislatures pass the same bill before holding a constitutional referendum. That leaves Griffo and others pushing for Legislature votes in and But Griffo said he expects the conversation to heat up in the meantime.

The Senate Racing, Gaming and Waging Committee will likely hold hearings this fall on the issue, said Griffo, a member of the committee. The discussion is already happening behind the scenes. Owners of the harness racetracks in the state have formed the New York Gaming Association, a group dedicated to bringing table games and casinos to the state. Jeff Gural is own of those members. Gural says he thinks people will go for the casinos for one reason: jobs.

He currently employees about people at his two raceways. With casinos, he could triple the workforce, he said. Meanwhile, the Oneida Indian Nation suggested New York could avoid a lengthy constitutional amendment process and still expand its gambling opportunities.

Gambling was also popular in the many mining camps throughout California and the southwest.
